PHP application on Apache Tomcat

Can a PHP-based application like Joomla run successfully on Tomcat?

I can't answer exactly, as I don't have any experience of Joomla, but Tomcat can run PHP scripts via a couple of means. A Google search will find you some alternatives, but the Quercus PHP Servlet is the one I've heard people having the most success with.
